1. Well... Try searching Deviant Art for tutorials, they have a lot of tutorials that various people have made, and for anything you can think of. Also: practice, practice, practice. It will make you better.
2. For tablets, I think a good one is a Wacom Bamboo Fun tablet. They are good, and the cheapest line they make I do believe. Mine treats me very well, and I've never had a problem with it.
3. See number 1, DA has plenty of them, trust me.

I'd search out one for you, but there are too many to sort through and I don't even know exactly what you need.

At any rate, have fun drawing. :3

We've also got a list of tutorials here on the site, in a stickied topic on the Drawing Board. Tablet-wise...well, if you're starting out, something small like a Bamboo would probably be a reasonable introduction, but most (not all, but most) artists I've spoken too believe that bigger is better, in terms of tablets. I know Sapph doesn't draw on his Wacom pad any more, but I don't remember the brand name of his big pad. He's been pretty happy with it though. Wacom is pretty much the definitive name in tablets, however, and you can almost be guaranteed that it'll be a quality tablet.

As an aside, please be cautious on DA right now. It is, like Kilroy said, a wonderful, wonderful resource, but right now they've got some nasty stuff floating around on it. I hope their admins will nail it to the wall, but if anything tries to open Acrobat Reader, or pops up a message about scanning your system for malware, hit ctrl-alt-delete and just close your browser instance. Don't click on anything, it's some very hard to get rid of stuff.
